An employee's paid hours and a machine's operating hours are separate inputs. Ten paid hours do not automatically mean ten machine hours.
Keep a useful spreadsheet when it works
The right starting point may be improving a costing workbook, organizing approved field submissions, or connecting reports to existing software. A dashboard or custom tool comes later only when justified.
